default of US Federal Student Loan

If a person living abroad defaults on paying a US Federal Student loan, can he/she be denied entry into the U.S.?

Is that person a US citizen?
I researched this a bit and did not find any information. If the person trying to enter the US is already a citizen, then they should not be denied entry because customs does not run a credit reoprt.
