What would make Rome the best place to visit in Europe?

I lived in Rome for three years. It is a beatiful city but I think that it could have many more things to be improved to be the best place to visit in Europe. I think that all the city has to work in making a more tourist friendly enviroment instead of only thinking how to take the mony out of them.. what do you think?
