ragging can be punishable?

I also agree with you. Ragging is not an issue to be bothered if it is within certain limits. This will help teh new kids in the block to get acustomed to the environment of the college. But when it goes to mental and physical torture in any dose, it is a crime. I think the people who does cruel ragging has some mental problems.
