My driveway was blocked by an idiot

To start with, I live in an apartment building. This morning when I was going out to work, a parked car blocking me from going out. Whoever the owner of the car must be an idiot, why can't he/she see the big sign painted on the driveway "Please keep driveway clear" in yellow font. That car parked in the driveway. Since I did not know who's the dumb owner of that car, I have to take a very narrow passageway in order to get out. Finally with my wife assistance I was able to get out. Then I placed a piece of paper in the windscreen of that car saying "You've blocked my car, you moron!"
It seems to me that car belongs to a guest, not the tenant of the apartment. However in front of the building there has been a sign that only tenant car allowed in, then the guest cars have to park outside.
Has any of you experiencing the same situation? Please share thanks.

No because it would usually get towed by then. There are some stupid people who think the rules don't apply to them. Well you were lucky to get out. I have been driving and people actually stop and talk to one another and I have to get to work. It is ludacris.
