After the end of Mygcard, many people were unable to cash out their paypal or e-gold, here is a list of operators or resellers of atm cards that can be funded directlly or through an exchanger with e-currencies:

In the US at least (I am not sure what other countries this is allowed for) Paypal actually has a MasterCard/Debit Card. I know--- I have one.
Honestly, though I tend to spend the money on ebay or something like that as soon as I earn it, so I hardly ever use it anymore.
