Why the Birth controll system fails?

There are many birth control systems working all over the world. But bulk of population, specially in poor contries is increasing day after day. What me be the reason of failure of Population control system?

The Roman Catholic church is the main reason why the Population Control systems in the Philippines isn't working. We are living in the 21st century and we are still being governed with archaic laws trickling down from the Vatican.
I'm a Catholic, but this is the thing that I'm against.

Because of ignorance,carelessness and to some extent due to religious beliefs.

It is the impatience to have it that caused this explosion.
In the developing countries men are very much in a haste to do it showing scant regard for the docile women involved.Pregnancy is a thrusted burden on the woman lot here.The irresponsible men go away looking after their business.What else you need for this population explosion?

In the Philippines, birth control fail because of religion. The Catholic church has thought Filipinos that children are blessings.
Another reason is poverty. People who do not have anything to do, no job, so they look for ways to entertain themselves without any cost.... baby making...
Poverty also drives parents to have more children because they believe it increases their chance to get richer. More children, more labor, more chances to hit jackpot.
And of ocurse there is lack of discipline. No need to expain further.
