my quarelling teener sons

i have two sons aged 17 and 16. the 17 yrs old is a senior high school and the 16 yrs old is a college sophomore. why? because the older one repeated his junior year and is now repeating his senior year. they started at the same time and i am now having difficulty because the 16 yr old teen is calling his brother stupid. i tried reasoning to my 16ner but whwnever they quarrel he's tunting his big brother of being dumb and stupid. i've talked to the older one too and promise that i would help him in his schooling but he should help himself first. the 17ner is very good with his guitar and also quite good with basketball. those hobbies keeps him out all day. what advice could you give me?
