Video Games Based on Movies

I just watched a trailer for the Harry Potter and the Order of the Phoenix video game on my Xbox 360, and, honestly, it didn't look all that great. Have you ever noticed that video games based on movies are rarely all that great? Most of them are short and really don't have the best graphics or game play. Do you think that it's because the developers don't feel that they have to work that hard because the movie will sell the game? Or do you think that it's because they have to push the game out by a set date, so they don't have the time to really develop it fully, or a combo of the two, or none of the above?

I think most of the time is usually just used as a quick money make because people get caught up in the movie and just buy the game. Although I did end up really liking the punisher game, but again thats only one instance.
