Advertising through PTC/PTR sites ... Is it worthy?

Many of us here are members of various paid to sites. We click their emails and visit the sites for that odd psnny or less. Almost nobody pays any attention to what site they are clicking at. The companies running these sites and the companies advertising through these sites must know the attitude of the users. As such why do companies advertise their site through thes paid to read or paid to click sites? How it is worthy for them?
