if you dont know anything in site building especially those codes like css and html, better sign up with a webhost that already has site templates or software that assist you in creating websites. find some web hosts that is similar to the likes of geocities. most webhosts are not free, though and those not fee hosts does not offer stufs like those. and geocities are quite costly than others. but you could also opt for blog-styled sites like the poster above me said, so you could sign to sites like wordpress, livejournal, blogger, etc.
