Help with this error!? HTTP Error 403 - Forbidden?

There are a lot of possibilities for this to happen. You should try deleting cookies and temporary internet files from your browser, or try using other browser [Opera, Firefox, Nescape...]. If that doesn't work make sure that you are not using any popup blocker that disables any window in which you could enter your username or password. Or if the computer on which it works is a computer you use from etc. your office, maybe the proxy settings over there are set up differently by computer administrator.

These 403, 404 and 405 errors are restricted entrance sites, limited to only a few people who have access. They are not for the general public. You can try https://..... sometimes that helps and you can get in. Otherwise you have to have a correct password to enter. Not every site on the internet is for everybody. There are restrictions.
