First I would ask what type of internet connection you have, is it dial-up, DSL or cable. Then there is the matter of what the speed is, 31, 31 what. Are you on a laptop or desktop through a wired connection or wireless connection? I can't really give you a good answer based on your question, if you could provide some more details that would be helpful. Anyway, I'll try to go from this. My first instinct is to check for viruses, you can get a very good (and free) scanner from http://free.grisoft.com besides that you could scan for spyware by using all of these, Spybot search and destroy, Adaware SE and MS AntiSpyware. Then it could be a case of a hardware or driver issue but until I know exactly what you are using it is a little difficult to provide a solution.
