Theft, fraud, spams, scams and other online illegal activities can be minimized if we do our part in reporting these to concerned authorities. I came across with this site owned by United States Department of Justice and its link- http://www.usdoj.gov/criminal/fraud/websites/idtheft.html
which discusses about identity theft and identity fraud in the internet world. This may help us reduce or minimize the risk of becoming a victim of identity theft or fraud.
The Department of Justice prosecutes cases of identity theft and fraud under a variety of federal statutes. To date they have current cases on hand indicting people of fraud and theft.
To beginners, here are some tips to take to aovid from being victims of any online scams:
S - Be STINGY about giving out your personal information to others unless you have a reason to trust them, regardless of where you are
C - Check your financial information regularly
A - Ask periodically for a copy of your credit report.
M - Maintain careful records of your banking and financial accounts.

As far as making the bad guys stop, I doubt it. The sad fact is that e-crime is probably the easiest way to "get rich quick." I might be doing it myself, had I the stomach for it.
Three suggestions I have to suggest for you are a better anti-spam filter, McAfee SiteAdvisor to verify the legitimacy of websites, and LinkScanner to verify the safety of websites. As far as spam is concerned, I wrote a detailed review on CNET a couple months ago. You might want to check it out: http://reviews.cnet.com/5208-3513_7-0-10.html?forumID=104&messageID=2409256&threadID=222541
Hope this helps!

I think It can be reduced by all elements that got to do with scam, spam, and fraudulent activities to stay alert and act as soon as posible. just like :
- an internet administrator often update their spam killer keyword, string and add report as spam feature in their client email site.
- if you own online store and you find something strange about your buyer transaction seriously act to make call to the buyer or bank to confirm that buyer order.
- and make a standard law for international cyberlaw that grab every aspect in every detailed activities.
because law is way out of my league so that's all I can thought, just protect you email, password, and contact data ... keep it in very safe place :) we'll never knew what people can do if they have it.
