What is the difference between these two sections?

As you may have noticed there is a section called "today's top discussions" and a section called "today's hot topics". What exactly is the difference between the two? It seems like they would be pretty much the same thing just worded differently, though if you look at both of them, they don't both have the same discussions in them. So can anyone tell me what the difference actually is between these two sections?
