Web hosting can be so competitive that some company is willing to host it for free.
Things to look for in a web hosting server can varies, depending on your needs.
You will need to compare and decide.

It is smart to ask for recommendations. My favorite web host is HostNed http://www.hostned.com They are always helpful and no BS. I got my friends to go with HostNed and they are very satisfied.

For webhosting, it all depends on what your wants and needs are. If I were to purchase webhosting, these are some questions that I would think about:
Do you plan on creating a website out of just plain HTML files? Or do you plan on creating a webpage that uses PHP or ASP?
What exactly is your website going to be about and if you are going to host a lot of images and what not.
How much bandwidth do you expect to use?
How fast support be able to answer me if I have a question or a problem arising?
Just be careful of which webhosting company you choose. There are a lot of good companies along with some really bad companies.

I'm relatively new at creating web pages myself and have found using free hosting while on a learning curve to be a great benefit. If you are interested, check out xphost.org. I use SmartFTP to upload my files. Files are created using Microsoft FrontPage 2000. But can be done using notepad. This web host also has tools that will aid in creating web pages using WYSIWYG Editor.
