In order to improve quality of education, students are encouraged to evaluate and criticize their teachers, but others think it will result in loss of respect and discipline in class

My instinct tells me this is a bad idea; however, if the feedback is given in a private setting (like a report card), then the instructor can tell how effective his or her methods are. I definitely wouldn't want that type of information to go to the principle or union. That would be disastrous for the whole education system.
If done in this manner, there wouldn't be any loss of discipline or respect in the classroom. However, if the students are allowed to evaluate the teacher in front of the class...that could easily lead to mob rule. Something that should be avoided.
