I donot think so. Bad person status is suitable for persons who mentally and physically are a trouble to others including to colleagues. Laden doesnot fit in the second category. He is good for his colleagues. I think the term fits to politicians broadly.

I would have considered Bin Laden. But in my opinion Adolf Hitler who tried to wipe out a race is the worst person the world has ever seen.
