extrajudicial killings?

This is a rather complex question that do not lead to simple answers...if the perpetuators of this street justice type of killings want to discredit the GMA Administration, then they are successful as many people believe this to be so. However, what if the administration is not behind this killings? These criminals may be laughing now since their strategy have worked to 'their' advantage... there should be an objective investigator, say a foreign body to conduct a probe into these killings to get a picture of who really are behind all these killings of media men and reporters. It's easier to blame it on the sitting government, but is there really a proof?
