What should you wear when the invitation says "Semi-formal"?

Nowadays dress code has been complicated. What are your guidelines in dressing accordingly to avoid mixing up formal, semi-formal from smart casual, casual, foraml party attire. It's confusing sometimes.

semi-formal?it is up to you, how to dress up for the occasion..but when it is meant semi-formal,it is expected that you wear a shirt that has collar or you can wear a jeans and a nice cool shoes....

I would think semi formal meant dressy but not formal dressy like no ball gowns but a nice dress perhaps, or dress suit. It's more than just pants and top and or jeans and casual wear. It's like a step up from that and a step down from being formal - ok have i confused you now LOL
