Therre are two options for you here . Browsing the internet using a internet connection available through fibre or broadband internet which ends up in a wifi router and wakes the signals wireless so that you can browse wirelessly. this area where wifi router is present is called as hot spot and for this your pda must have a pcmia card or wireless adapter
Now , since you dont want to go to a hotspot you can connect to the internet through your carrier service also called as GPRS/EDGE. GPRS connections are limited to 48kbps of speed while EDGE is limited to a max of 384kbps. YOu need to subscribe to this service , which ever one is available. Your carrier might also charge you for using the same.. So for further details contact to your cc of your carrier

A standard wireless network card will not work in this case, as that requires a hotspot to connect to. What you'll need is a cellular connection card(check with your local cell phone providers to see what they offer)
