Do you consider this to be child abuse?

I just read about a 16 year old girl and her older relatives that were arrested for giving her 10 month old baby gin. Now, they are up against child abuse charges, while the boy is in state custody. http://www.newsdaily.com/TopNews/UPI-1-20070622-13583900-bc-us-toddler.xml What do you think of this? My parents gave me small amounts of alcohol when I was small to get me to sleep better. I am not in agreement with that, but I don´t consider it to be child abuse, either, just bad parenting!
