Illegal Immigrants and the United States Welfare Program

Millions of dollars every years are given to people in the United States who are unable to provide for themselves and their family. As someone who gets money taken out of their paycheck everyweek I would like to know EXACTLY where all this money goes. I know there are many people who are truly in need of this help in order to survive, but I am also sure that their are people who cheat the system, who either are not LEGAL citizins of the US or are legal but do not need the money. I personally think that the process of receiving government funs such as welfare, as well as maintaining the amount you receive should be much stricter.
I also believe a time limit should be in effect. You can receive funds for a specified amount of time, such as 2 years, and then you msut find a job, or have the givernment find you a job. There has to be a solution where people can still get the money they need yet they actually have to EARN it like the rest of us who work 40-50 hours a week. Is there any solution that anywho here thinks will be helpful? IS it possible to put tighter restrictions on these programs? I realize it would be horrible for some people if they were removed form the program but the remaining money can be allocated to people in greater need. Am I way off base in my thoughts or is there a base here that others agree with?
