killings and abductions in the philippines

philippines is not a war torn country but i am wondering why there are already a high rate of killings which are politically related mostly against the left. for the record of karapatan, a human rights organization more than 800 cases for force disappearances and killings has happened in the country since 2001. is there any way for the government to stop this senselessness?
