Is Gadafi being a more astute visionary on the question United State of Africa?

Most African leaders are leaving Gadafi in the cold in his efforts to galvanize support for a United State of Africa (USA). I for one think the idea is stupid from the word go! Look at at these corrupt, greedy, parochial, nepotic African tyrants on the continent, how outward looking will they be if mandated with the responsiblity of leading this huge thing called Africa under a single poitical conglomerate? If service delivery in a small country like Burindi is shrouded in tribal biases, were a Hutu in power prefers to develope a Hutu Districtat the expense of a Tutsi area, how effective will the President of USA elected from an Arab Morroco serve the people of Madagascar? This leaves me wondering, is Gadafi being a greater visionery or is he just being naive?
