no you dont have to!you can do following things even you are unverified; ---you can send money to any paypal account but your limit is maximum $100 USD; (you can purchase from sites like ebay,rapidshare premium acoount etc.) ---you can withdraw amount from paypal within a monthly limit of $500 USD and total limit $3,000 USD(if you are from india, account created in India cannot add bank account to their PayPal account. The only option is to request a check but the minimum check you can withdraw is $150.00 USD. So I think it will be better to use the $ USD that you have to purchase something.

To receive money from anybody to paypal, you don't have to be verified. You can also send up $100 to anyone who has paypal account without verifying it too. I hope this clears up you doubt.
