Should the blind legal be able to hunt?

Recently in Texas a law was passed that allows the blind to use laser-sighted rifles to hunt animals. This may make things easier for blind hunters, but I fee this puts the animals at an even greater disadvantage. What do you think? www.nowpublic.com/texas_legislature_turns_blind_eye_gun_safety
