How do you give a Rating to a City as Metropolitan City?

In my opinion,if the city is congested, where you can see two extremes- Rich & Poor, Slums in the middle of a Posh Locality, Dumping of Garbages on Roads, Too many 5 Star Hotels as well as Roadside Cafetaria, Pollution, Vehicle Congestion...............& lot more.
