How do I stop my neighbors from feeding the animals?

I live in a condo complex, and my neighbors are constantly throwing food out into the wooded area behind the condos to feed the animals - the racoons, skunks and coyotes that we see from time to time. I've only been able to catch my neighbors at this a couple of times, but I want it to stop. I have a small, elderly dachshund that I have to walk. It's dangerous for her to eat this rotten food that people throw out, and its even more dangerous to take her outside with racoons and coyotes prowling about the complex. Any ideas on how I can stop the neighbors from feeding the wildlife? Has anyone had a similar experience? If I can't get them to stop, how can I keep my dog safe?

Well i must say ..I feed the cats that come to my house..I don't have it in my heart to not feed them..Of course my neihbor next door feeds them too..so we are both guilty of feeding animals..but only catfood. I don't know what to say about the wooded area..I would be afraid to throw food into a wooded area iif it were behind me.
