If it's a new PC, maybe the hard drive isn't plugged in very well. Otherwise, it might be a failed lemon. The first thing you should do is get on the phone with the store you bought it from, tell them what happened, and ask them what you should do. If you had important information on it, you should also ask them about data recovery options.

Aw, that's whacked. If two different motherboards with two different cables cannot detect the drive at all, and assuming you haven't tampered with the jumper pins (I'm sure you already know this), it's almost certain that your new drive has indeed failed.
You can try swapping interface cables as well as power cables, but I'm guessing you might already have thought of that as well. If I'm right, then I'm afraid the only solution is to take the drive to a data recovery center. They will open it up in a clean room, remove the platters, pop them into their own machines, and pull the data off for you.
If you can get an image of the drive's contents, which I assume they would do for you, all you have to do is load the image onto a brand new drive. As long as you use the same machine (same mainboard, same BIOS, etc.), it will work. Good luck to you.

Once more, if your machine is still new, perhaps the store you bought it from might know how to obtain such services courtesy of the manufacturer. After all, it's the manufacturer's fault if the drive just up and quits right after you buy it.
That's if it's a bundle PC. If it's homemade, you're probably going to be landed with the bill yourself, sorry.
