Mouse Movement and Download Speed

I have been testing out on my desktop, and i found out that, if i do not move my mouse, my internet connection downloading bandwidth drops to a ridiculously low value. Once i move my mouse, it shoots up to much much higher values of 300kBps from 10kBps. It is NOT a coincidence as i have tried this for many times, and it is true every time i move the mouse. Is there any reason for this, and how do i solve it? This problem prevents me from downloading at a fast rate when i am sleeping.
