Do you think people are evil?

Or just their actions? Is it possible for a person to be morally correct in all their actions, but in their mind they are as evil as they come? What causes the evil to be known by anyone? The reason I am asking these questions is because of my ethics class. We are studying good and evil, and there is one ethicist who says one man is more evil than another because he has no remorse whatsoever(although he has not committed any evil acts) but he is worse than this other guy who was responsible for killing Jews in WWII but feels bad about it.

I believe a person can be totally evil, but have such a cover of uprightness that no one ever suspects the evil that is within. People who have no remorse or conscience. I read a book about ten years ago that dealt with ethics that stands out in my mind, and I am sorry, I cannot give you the author. The name of the book was People of the Lie. It really creeped me out. I think that to be without remorse or conscience is totally evil, because given the right circumstance there would be nothing that would hold that person back from evil.
