But in the, all of those who got no power at all are worthless.. it means kurilin, picolo....

yes even i think its Mr.Satan..."the world's strongest man" which he considers himself... he was stupid in early episodes but got a bit better in later episodes..saved the day by doing some of foolish stunts of his own....
