Should Cell Phones be locked

do u think USA congress is right in passing the law to unlock cell phones? if you don't know what it mean for a phone to be locked it means that durring launch of a new cell phone you can only get that phone threw a specific phone company. like the new IPHONE and AT&T's new five year contract to only have Iphopnes threw that company.
Honestly i think cell phones should be unlocked because i wanted a freaking Iphone but couldn't get it because AT%T isn't in canafreakingda b a s t a r d s! but ya anyway enough about what i think what do u think. Should new cell phones be locked?
