I have friends who come from the third world countries but their knowledge and education systems are similar to developed countries in many levels.
I have done some researches and I have found that different schools in the third world countries may have different systems and qualities. It is like a ranking system in US and Canada. There are Ivy League universities in US and there are many universities which are not considered in such ranking. As what the phrase is saying... don't judge that all people are bad. We can't assume that all education in third world countries are bad. Some Universities in third world countries, for instance, have had a partner relationship with the university in the first world country. They have exchanged students from both sides and their curriculum can be recognized by their partners in the first country. But in term of technology's development, education system in thrid world countries may be a bit behind. That's why they are doing a partnership program.

the education in the third world countries, is mainly caused by bad government and corruption which the government should look into that case to help the poor masses, so that they will enjoy the benifit of their labour for being a good citiens of the county.
