There is a little difference among third world country, developing country & developed country. All most all paid site is open for developed country like America, Canada, Denmark, Swiden most of the paid site are open for the developing country like Japan, Malaysia, Philipien, & so on and few of them are available for the third world country like Bangladesh, Pakistan, Indonesia..

I am not a Malaysian, I am an Indian. I think this is because data centers of many countries are based in the US or UK or anywhere else than your own country. Thats why the services may not be available for malaysia. Another problem can be that the service offered by a website may be in beta stage and hence the services are first tested in the country of origin.
