How many of you have a spineless boss/supervisor?

My boss is a tiny 5'0" woman that has no backbone. She never enforces anything and she lets certain people walk all over her. She is able to get into it with customers on the phone but she can't keep her own employees in line. There is a 23 year old girl that works for us and she is constantly taking long lunches, leaving early without permission, talking on the phone, surfing the web, wearing in appropriate apparel and taking ten minute smoking breaks. I have brought some of these actions to my boss's attention and she said she will speak with her, but nothing has happened. In fact, things have actually gotten worse. She will actually sit at her desk and watch the Cubs game. Its ridiculous. The worse part is that my boss has actually walked past her desk and seen the game on. Unbelievable.
Do any of you have a spineless boss?? Someone afraid to enforce the rules or discipline a worker??? What do you do to resolve the problem??

Just a thought, does your boss really spineless or does she just like this girl better than the others, favoritism, you know? I mean, of she is a boss, she should not tolerate all this wrong behavior. Though your boss is not the one who directly pays for her, why giving the girl the time of her life? It is unfair for the others who are doing their job. A boss, in proper time though, should try to socialize with her subordinates, but not too much.

I definitely don't think it is favoritism. She has told me on one or more occasions that she doesn't think highly of this girl at all. The reason she hired her was because she was a young single mother and her dad works with us already. My boss has told me on several occasions that she does not like confrontation and that has been proved numerous times. I sat with my boss for an hour explaining how the myself and a few other employees feel and yet she has still not said anything to this girl. Thanks for your input.
