How many of you have a spineless boss/supervisor?

My boss is a tiny 5'0" woman that has no backbone. She never enforces anything and she lets certain people walk all over her. She is able to get into it with customers on the phone but she can't keep her own employees in line. There is a 23 year old girl that works for us and she is constantly taking long lunches, leaving early without permission, talking on the phone, surfing the web, wearing in appropriate apparel and taking ten minute smoking breaks. I have brought some of these actions to my boss's attention and she said she will speak with her, but nothing has happened. In fact, things have actually gotten worse. She will actually sit at her desk and watch the Cubs game. Its ridiculous. The worse part is that my boss has actually walked past her desk and seen the game on. Unbelievable. Do any of you have a spineless boss?? Someone afraid to enforce the rules or discipline a worker??? What do you do to resolve the problem??
