I am not sure of any with NO minimum payout but I belong to Cash Lagoon which has a $2 paypal payout option. You can get that easily by doing the free offers on their site. They pay fast too. I have made about $40 at that site doing only the free offers. I actually belong to a lot of sites like that one but the rest all have higher payout requirements. The only other one where I have made it to payout was at Cash Crate where the payout is $10 by check. Once again, there I only do the free offers.
