Proxies for anonymity: are they game...

many surfers of internet use proxies for anonymity..
Most of them, merely mask the IP address.. The actual IP address and your ISP could still be made out thro' http headers..
there are a few risks as well.. ur personal info is at stake if the proxy that offers the service does not have a policy on user info encryption..
there are a few commercially available softwares that assign another physical ip that truly hides ur IP and sets you up as if u r from another country..
Now, a lot many people could abuse this.. for ex: GPTs that r available 2 US citizens only.. but international members can exploit this loophole 2 gain access..
My questions are:1.Is anonymity a crime?2.if someone who gains access 2 a website posing as the native user thro' use of anonymity softwares, can be legally prosecuted? or the liability is limited ( limited 2 his/her earnings from such sites)..
3. If a person is to prosecuted, why not first punish those proxy companies who legally sell their softwares, for it gives the users a false sense of security and anonymity?I appreciate all ur responses..
