And why Sailor Moon spends like a whole minute for throwing a spell and the enemies don't just kill her? I think the only explanation is: it's a cartoon :D

Well, I am 22 and watch sailor moon. BUUUT it's a cartoon for's God's sake:)) I don't think anyone thought that kids would ask these kind of questions.
And in some countries (like Japan I think) it's mandatory to wear uniforms even when you're not at school but it's a school day. That used to be a habit in my country until '89.

The latter might be because it's a bit of a bother to change your clothes every schoolday. (To be realistic, it was easier for the animators to draw them in the same clothes than to keep thinking up new ones.)
As for the first one, there's two theories I know of. One say that they have a magical aura that protects their identities, but only to a certain degree. I.e. a guy Minako used to know didn't recognize her when she was Sailor Venus, even when she was right in front of him. However he realized who she was when he saw her trademark volley-ball move.
The other theory is that they actually look more like normal Japanese girls in their civilian form (the route they went for in the live-action series), but the audience only gets to see their more recognizable forms.

I was a huge fan of Sailor Moon.
The reason why they wear the same clothes is because it's usually a school day for them. Sometimes during the weekends, you see the girls wearing regular clothing. And Rey (Sailor Mars) is always in her temple clothing because she helps out her grandpa.
As far as why they look the same when they were sailor scout/school girls, that I don't know. Maybe they did look different but the writers didn't want to change their looks??
I only know about the Star-Lights. They are men going to college and when they transform, they turn into Women (never came into the USA, Japan version only. USA found it to be unappropriated for kids, especially Sailor Neptune & Sailor Uranus real relationship... they were cousins in the English version)

I ponder theses questions as well but if you think about it if people knew who scouts they were and if the bad guys attack Serena while she was doing the attack the show would be over or some what boring. Dont you think?
