Why is it that amidst billion people, after 60 years of Independence, the economy rising higher every single day, India is still under developed? I would love to hear the answer to this question from the people from India and outside India as well. Please highlight why is corruption still prevalent in India and what is the government and people doing about it? Why is there no civic sense amongst the people?

I can only speculate since I have never been there and haven't read much on the subject and worse did not have discussions on India when I worked with and was friends with some people from there. But my guess would be that India is still under developed because there are a billion people. It seems to me it would take a long time and much effort to bring a very large population from under developed to developed and basically they have only had since the end of World War II. As far as corruption goes, that is even harder to answer but I would think that corruption is more likely when under development exists. Going along with all of this is that there appears to be very strong cultural traditions which while being a good thing from one point of view, it can also slow the pace of change considerably, or at least that seems a possibility to me.

I agree with you.. When India had time to develop post Independence, the country was tangled in removing the anti social elements like caste discrimination and stuff. The government should have been strict right after the Independence in making people follow rules and laws. If they would have done that, people who are lot educated now would have found it lot easier to manage the things in a billion population country. India right now is at least 60 years behind in the development of infrastructure as compared to United States and at least 100 years behind in the development of ethics, manners and courtesy amongst the people.
