should there be a check on Marriage Functions???

The delhi Govt. is keen now to keep a check on the marriage fuctions. The Govt. will check the expenses made, the profile of the party, the people invited, the over-all status, the duration of the function. The marriage functions is an asset in everybody's life that generally happens ONCE in the life-time. Keeping a check on this totally personel and family function will lead to the disappointment and the fun will disappear. Should it be like that?
