Are heterosexual couples also fined for this behavior? If so, then it is a silly law that does not discriminate. If it is discrimination, however, it is wrong.

absolutely not,the problem is just this, a kiss gay is considered "obscene action in public place" while for the etero it is all an other speech. and it is not right!
