Ladies,when do you learn to make yourself up?????

This afternoon,I found that my little sister make herself up carefully in the mirror.I think it is so funny.My little sister is just 12 years of age.After observing me,she was very shy.I also heard of something about some little girls as my sister making themselves up.I am confused.Why do they want to make themself up at this age??? By the way,if allowable,can you talk something about making yourself up first time???
