because, because, because, because iraqi units and police forces are not yet capable of sustained security and management in the area. infighting between factions and infusion of terrorists from neighboring countries make a change of command impossible at this time. military-industrial beneficiaries need to recoup some of the zillions spent there and thats not happening until we secure it. theres more but i'll leave you with that for now.

Frankly the reason is that once you establish yourself in a difficult situation, its difficult to resolve it.
Right from the starting entry into Iraq.. you had to realize that the journey would be horridly long..
