Who's fault?

I have two friends who are sweet heart.Now the problen is after graduation they work in different city.Because of the distance they cann't meet each other frequently, and this make them feel painfully.They love each other but now they decide part.So who's fault? As a friend what can i do for them? Now i need your advice.
