Do you think being mad is an excuse to hurt someone physically?

Sometimes when my boifriend gets mad at me, he shouted at me and asked me to get out from his car in the middle of the night and even threatened me. I dont understand because after cooling down he will gonna ask for an apology saying that he was just mad \, that's why. Do you think so?
