I would recommend Joost.com. It´s free software from the founders of Skype. You´ll get many, many TV channels, music videos, cartoons...for free! The program has a nice picture quality, you can pause the program or chat will watching. Check it out.

I watch tv station at http://www.audiody.com which is a community based free radio and TV tuner. You don't need to register, but if you register you can even add and manage your own TV and radio stations.
