what does everyone think about reducing the drinking and smoking age

Personally i don't drink or smoke but most of my friends that are 16 are regular drinkers and smokers and they go through alot just to get a pack of smokes or a bottle of alcohol. Especially my brother, and I remember him in the primary when it was learned smoking, and smokers now have great, and sometimes must undergo a two day packet of cigarettes, it becomes very young who always has a cigarette, I really worry about his future health.
