Street children or syndicate children?

we've been seeing this children for years years years now.. i pity them as much but when other people would say just dont mind them because they are the ones that syndicates use to gain $$.. years have passed the government now considered that issue so there are now restrictions with regards to them.. i think street children are being taking cared of by the DSWD's if im not mistaken.. but there are MANY still who hopes for their future by means of asking donations along the streets or main roads actually,.
