If you have never had a bird, start small for now, then graduate to parrots. The two together (the bird and dog that is) really aren't any trouble as long as you handle everything appropriately. But parrots live a lot longer than most people expect, require quite a lot of time and care and are also extremely messy! I have and african gray and a lilac crowned amazon, both of which I acquired well over 15 years ago and both are still alive and doing very well, get along decently with the dogs, though they like to tease them by calling for them and then laughing when they get there and actually are very jealous of my sisters baby and so need to be watched whenever she gets close to them, since a parrot bite can do a lot of damage to tiny little toes and fingers. Seriously, start with a parrakeet or cockatiel, they are smaller, don't live as long, and cockatiels can learn a few words and whistle short tunes pretty well. A parrot can live like 50+ years! Do a lot of research and look into adopting one as well! That'd how I came into the two we have, it was much much cheaper than going througha pet store as well. Good luck!
